Ideas for animal loving child?

I need some ideas for my animal-loving child (4 years old). He is passionate about animals and desperately wants a pet (has for quite some time) but is not allowed to have one. You have to be 18 to volunteer at most animal shelters, or 13 at some places. Too bad because this child loves animals and loves to work! He is a hard worker. Anyway, just trying to think of ways for him to “have a pet”, or just be involved with animals, without actually having a pet. I think the zoo would be too impersonal for him, lol. Any other ideas?
Do you have any friends/family who have a pet that he could learn about and take care of when he visits? For example my sister’s family has a snake, my kids help with it when we visit. We have a neighbor with a puppy we play with. We enjoy the neighborhood birds (birdwatching) and cats. We watch squirrels.
