I always wanted to adopt internationally, but we just could not afford it. We have 3 biological children who were 17 and older at the time we looked into adopting. It was less than a year until we were contacted about our just turned 10yo daughter. She was 3 when we adopted her. She was in foster care in our state and eventually became adoptable. The foster parents decided they did not want to adopt, so we were chosen to be her parents. We did not do foster care first. We did straight adoption through SWAN (Statewide Adoption Network). It was done through Bethany Christian Services. They were great. We were blessed with a beautiful little girl. Yes, she has some special needs and there have been many challenges, but as a PP said, when she hugs me and says I am the best mom ever, that makes it all worthwhile. There is no cost to SWAN adoptions. Those costs are taken care of by the state.
I know you said you wanted to do an international adoption. If I am not mistaken, the cost of domestic adoption may actually be more affordable now than international. Someone can correct me if I am wrong. It used to be the other way around. We just had a guest speaker in our church on Sunday with a little girl from a domestic adoption. She is a beautiful curly blonde-haired and very intelligent 3 yo. They got her straight from the hospital.
So, there are several options you can look into. God bless you on your journey.

Just wanted to add…
We adopted our daughter from Korea when she was 8 months old. The total cost was about $30K, but with the government tax credit (which was $10,600 at the time) and the adoption benefit from DH’s work, our cost was about half of that.
As I mentioned, we went through Wide Horizons for Children. The total time from our initial application until our daughter came home was about 18 months. At the time of our application in 2007, we were told that domestic adoptions were typically more expensive and less predictable than international adoptions, at least with that agency.
She’s been home almost 4 1/2 years, and she’s doing great. She just turned 5 and is a complete joy.
