Forum topic selection menu moved

I just wanted to let everyone know that I moved and reworded some things on the forum posting screen. The menu used for choosing what topic group your post goes in is now up at the top by the post title.

We’re hoping this change will remind us all to pick the appropriate group when we start a topic. That will make topics easier to find later for all of us and future visitors.
